When Lord Vishnu found Devi Lakshmi looking at the horse enchanted, he tried to divert her attention from the horse but he failed to do so.Devi Lakshmi was not disturbed even after being shaken repeatedly by Lord Vishnu, then considering it to be his disregard.

Lord Vishnu got angry and cursed Goddess Lakshmi and said that you are so lost in the beauty of this horse , so you become an horse. When Devi Lakshmi's attention was disturbed and the curse was discovered, Devi Lakshmi, asking for forgiveness, started worshiping Lord Vishnu with a devoted spirit.  Oh Lord, I will not be able to survive even a moment in your separation. So you have mercy on me and free me from your curse.

On this Lord Vishnu said that the curse cannot be completely withdrawn.  But yes, after giving birth to a son in your horse form, you will get freedom and you will come back to me again.  Due to the curse of Lord Vishnu, Mata Lakshmi became a horse and started doing penance to Lord Shiva at the confluence of Yamuna and Tamasa rivers.
